What is Bloomberg´s goal and how does he want to reach them?

You : What is Bloomberg´s goa ?
Mr.X : His goal is to keep the crime rate down
while improving community relations at the same time

You : And how does he want to reach them ?
Mr.X: He uses his own stragedy which is called ,,quality of life offenses"
one part of the stragedy is not to let offenders with small crimes away.
the other part is to put trouble people in a register then it would be easier
and quicker to react.
All in all it is a good stragedy how do I know it ?
it's easy ,you just have to look up the crime rate then you will see it
and it seems to be that the crime rate will going less more
because they still rasp on the stragedy to become smarter and smarter
