maybe you could help me to understand this part of the text.. :
Recent years have seen some of these successes reversed. At the same time, a fluctuating economy did nothing to reverse the crime rate. Some proponents of the arguments that social and economic drive crime rates were no longer convinced that these arguments gave the full picture.

well.... I'm not sure about it, but i think the sentence means, that they lost the progress they made again. The second part means, the economy didn't have the energy(money) to help to lower the crime rate, because they had to solve their own problems. I don't know how to understnad the part "arguments that social and economic drive crime rates" I'm sorry... what ever it means, the people who believe in this where not longer convinced that this is the right way.
If that's junk, im sorry :D
